Job Description

Job Summary:
The Senior Land Acquisition Manager - Right of Way for Transmission Lines is a leadership role responsible for overseeing all aspects of land acquisition and right of way processes to support the successful development and execution of transmission line projects. Reporting to the Head of Project Development, the Senior Land Acquisition Manager will lead a team and collaborate with internal and external stakeholders to secure necessary land rights, permits, and approvals. This position is crucial in aligning strategic land acquisition efforts with the company’s project goals and compliance requirements.

The ideal candidate will bring extensive experience in land acquisition for large-scale infrastructure or renewable energy projects and possess a deep understanding of regulatory and legal aspects of right of way acquisition.

Responsibilities:

Strategic Planning & Management:
Develop and implement comprehensive strategies for land acquisition and right of way processes for transmission line and access road projects.
Provide strategic guidance to the acquisition team, ensuring alignment with project timelines and regulatory requirements.
Establish KPIs and performance benchmarks for land acquisition activities, regularly monitoring progress to ensure project objectives are met.

Risk Management & Due Diligence:

  • Lead the identification and assessment of commercial, legal, and regulatory risks associated with transmission line routes and right of way acquisitions.
  • Develop and enforce best practices for due diligence, ensuring compliance with legal standards, environmental regulations, and company policies.
  • Collaborate with legal and compliance teams to proactively address potential risks and resolve complex property issues.

Stakeholder Engagement & Relationship Management:

  • Build and maintain strong relationships with key stakeholders, including landowners, local government units (LGUs), national government agencies, and other regulatory bodies.
  • Serve as the primary point of contact for high-level discussions with government entities (DAR, BIR, DENR CENRO, Registry of Deeds, etc.), securing endorsements, permits, and clearances necessary for project development.
  • Represent the company in negotiations, public consultations, and discussions with community leaders and stakeholders to secure support and mitigate opposition.

Team Leadership & Development:

  • Lead and mentor a team of land acquisition specialists, providing direction, training, and development to enhance team performance and efficiency.
  • Facilitate knowledge-sharing and collaboration within the team to improve processes, address challenges, and ensure a unified approach toward land acquisition objectives.
  • Actively participate in recruitment and selection of new team members, ensuring the team has the necessary expertise and capabilities.

Project Coordination & Communication:

  • Coordinate with technical, engineering, and project development teams to ensure alignment on project needs and constraints related to land and right of way acquisitions.
  • Provide regular updates to the Head of Project Development and senior management on project status, risk assessments, and critical issues impacting timelines and budgets.
  • Act as a bridge between various departments to facilitate the smooth flow of information and resolve conflicts related to land acquisition processes.

Regulatory Compliance & Documentation:

  • Ensure all land acquisition activities are conducted in strict adherence to applicable laws, ordinances, and regulations.
  • Oversee the preparation, review, and submission of all documentation required for permit applications, ensuring accuracy and completeness.
  • Maintain a comprehensive record of agreements, permits, clearances, and other critical documents, ensuring data integrity and easy accessibility.

Financial Oversight:

  • Manage the budget for land acquisition and right of way activities, ensuring efficient use of resources while maintaining compliance with financial protocols.
  • Review and approve financial reports related to land acquisition expenditures, ensuring alignment with project budgets and corporate financial policies.
Qualifications

Qualification(s) & Requirements of This Role:

  • Bachelor’s degree in Land Management, Real Estate, Law, Engineering, or a related field; advanced degree or certifications are a plus.
  • 8+ years of experience in land acquisition or right of way management, preferably within the renewable energy, infrastructure, or power sector.
  • Proven experience in leading teams and managing large-scale land acquisition projects
  • Strong knowledge of regulatory processes, land titling, and government permitting requirements.
  • Excellent negotiation and communication skills, with the ability to build and maintain relationships with government agencies, landowners, and community stakeholders.
  • Demonstrated ability to assess and mitigate risks effectively in complex regulatory environments.
  • Highly organized and detail-oriented, with strong problem-solving skills and the ability to handle multiple projects simultaneously.
  • Proficiency in project management and familiarity with legal and compliance documentation processes
